Can I Run as Both an Advertiser and Publisher Using the Same Account?

Yes. Log into your account and click on the General Info menu item in the left rail. Then make sure both boxes next to Advertiser and Publisher are checked. 

Make sure you click on the Update button at the bottom to save your changes.
